Doesn't it break builds with non-GNU make?  When we introduced the
compile-time plugins into jumbo, we already broke builds with other than
GNU and Solaris make (so I had mixed feelings about that change) - but
are we possibly breaking the latter as well with this new change?  Have
you tested on Solaris (with native make)?
