Yes, and this is not specific to OpenBSD, nor to pwqcheck - it applies to
pam_passwdqc as well.  We probably need to improve either the
documentation or the code.

Some people may prefer to specify their alternate settings right on the
pwqcheck command line, without using a separate config file.
