yes. maybe not those covered by that header though...

anyway, some gnu programs want that header, namely dd of coreutils, and 
i think i had to patch something else in the past to not use that header 
(can't find any proof of that though).

since the header is more or less standalone and not huge, it shouldn't 
hurt to add it.
the alternative is to open a bug report at the coreutils bugtracker, 
claiming they should add a configure test for that header and use the 
functionality it provides only when it is available. they will probably 
refuse to do so unless you come up with a patch, and even then you'll 
have to fight to get it integrated.
