For secure systems, the end goal is to always enforce such restrictions, so once interpretation/execution of a set of file types (e.g. ELF libraries) are tested enough in such a system, we can remove the securebits checks for the related library/executable (e.g. ld.so) and consider that they are always set, independently of the current user/credentials.
