I wonder if it might make sense to split the .so-building logic
changes from the gcc plugin changes to make things more readable for
review? Personally, I'm fine with this as-is, but it might benefit
other reviewers, if it's a sane split.

It dawns on me that leaving the .so files around for out-of-tree
builds creates an interesting situation for distros (at least
Debian/Ubuntu), in that right now the "how to build out-of-tree" just
requires installing the headers package (which is arch-agnostic).
Leaving these will mean distros need a new arch-dep package that holds
these artifacts, IIUC. (This is not a complaint at all, just an
observation about what we'll have to help distros understand.)
