Is there a file named userconfing.xml in "C:\Telegram Desktop" folder?

Are you sure your "data" is in the "C:\Telegram Desktop" folder and not in
something like this?
- C:/Users/Name/AppData/Roaming/Telegram Desktop/

Can you see something like this inside your file ?
