Generally speaking, OSS patches are produced against the base
[original] source with no prior assumptions unless released as a
bisectable series:

PATCH 0/3: explanation
PATCH 1/3: standalone changes
PATCH 2/3: changes dependent on 1/3
PATCH 3/3: changes dependent on 2/3

So, assuming -1 hasn't been applied is a more accepted approach.
