Your Cygwin install or the system you are running it on may be  
suspect.  Here is my result with the 1.7.3.1 on a 1.6Ghz P4 system  
running WindowsXP.  I am running Cygwin 5.1 with gcc-3.4.4.

Benchmarking: HMAC MD5 SSE2 [hmac-md5 SSE2]... DONE
Raw:	1032K c/s
