It's the distribution as far as I can tell, esp of binaries that don't
contain source.GPL sounds like it's against any non-free UNLESS they
grant you license to use it, which I think UNrar does (not rar which
we don't use). For personal use you can do what you want, when you
distribute something that is in violation of licensees then it's
wrong.
