My understanding was/is that this changed between 1.0.0 and 1.0.1.

That is, on 1.0.1 AES-NI is available with AES-specific calls as well
(non-EVP).  But perhaps not with ECB mode, which they probably don't
care about (not supposed to be used on large amounts of data).  That's
just a guess about ECB mode, though.
