As a compromise, don't apply the doc/MARKOV change, but just the source
code change.

Then, we replace one implementation of undefined/undocumented behavior
start:end 10%:20% treated as 10:20
with another one
start:end 10%:20% treated as percent values instead of absolute values.

So that the brave users get a new feature.
