Subject: Binary plugin support in Jumbo
Solar, David, all
We suspect the "dynamic plugin" support (binary plugin, used with
--plugin option) is not used by anyone. We're considering dropping it
from Jumbo. Does anyone disagree? If someone is actually using it, just
speak up and we'll keep it.
It was released as part of the OpenVMS support:

The OpenVMS format was converted to a normal format in 2012 and we
haven't seen any sign of anyone using this plugin stuff for anything since.
