OpenMP and MPI are different things.

Not every format benefits from or takes advantage of OpenMP, that part
is correct.

MPI is not specific to formats.  So regardless of what format you run
JtR against, you can take advantage of MPI.

Returning to MinGW, I recommend that you try a very basic build first -
no OpenMP, and no MPI.  Chances are that this will fail to build in some
way, and you'll tell us how. ;-)  A build failure for a more complicated
build attempted right away is less useful for us.
